BACKGROUND:
As
alternative solution to meet the rural unemployment problem the
Small Industries Development Bank of India (SIDBI) has lunched a
pilot project called “Rural
Industries Programme” (RIP) in November 1993.Initially it has
started three industrially backward districts Anantapur, Karimnagar
and Prakashan in Andhra Pradesh. To implement the programme Andhra
Pradesh Industrial and Technical Consultancy Organization (APITCO)
has been entrusted. In view of the increased spread of RIP now is
being implemented across 62 district of 24 states through 32
implementing agencies, cumulating around 10,800 enterprises have
been promoted under RIP including around 2350 units.
IIE
& RURAL INDUSTRIES PROGRAMME:
The
first Rural Industries Programme (RIP) was launched in Nagaon
District of Assam during 1996. IIE has been implementing this
programme with the support from SIDBI. With the objective to promote
100, IIE trained and enrolled 254 potential beneficiaries. Due to
effort put in by the IIE 89 rural enterprises could be grounded in
this district within two years. The maiden attempt met with an
overwhelming success in terms of enterprise development in the
district. The success boosted the morale of the institute in
extending its RIP activities to Barpeta district of Assam and
could ground 137 rural Industries and then to West Garo Hills
District of Meghalaya, Imphal district of Manipur in the
year of 2002 and Ribhoi district of Meghalaya in the year of
2006.
PROGRAMME OBJECTIVES:
The
objective of the programme to develop of viable and self-sustaining
tiny and small enterprises in rural and semi- urban areas of Dimapur
district has been identified for an intensive thrust by the bank
with a view to addressing problems such a rural unemployment, urban
migration, under-utilisation of physical resources and skills in
this district.
The
Rural Industries Programme (RIP) of the bank provides a cohesive and
integrated package of basic inputs like information, motivation,
training, and credit, backed by appropriate technology and market
linkages for the purpose of enterprise promotion.
PROGRAMME
APPROACH:
The
implementing agency Indian Institute of Entrepreneurship will be
networking with appropriate agencies provides the following
professional services:
Ø
Identification and
motivation of potentials entrepreneurs in the Dimapur dist.
Ø
Identifying potential
investment opportunities.
Ø
Facilitating skill up
gradation, Need based training.
Ø
Assistance in securing
finance from banks and other lending institution.
Ø
Helping entrepreneurs
in selection, sourcing, installation and operation of machinery.
Ø
Arranging market
supports wherever necessary and
Ø
Guiding entrepreneurs
till their units commence commercial production.
Ø
Monitoring and
follow-up of RIP beneficiaries.
METHODOLOGY:
IIE will implement the Rural Industries Programme (RIP) in Dimapur
District in two phases:
Phase
– I:
Ø
Open
a field office at Dimapur.
Ø
Formation of Project
Implementing Committee for smooth implementing the programme.
Ø
Prepare a list of
viable industrial units in Dimapur District.
Ø
Identify and select
prospective entrepreneurs within the District.
Ø
Organize workshops,
Seminars, and motivational Campaign to create awareness and garner
support from the Banks/financial institutions/experts and
professionals from different supports institutions.
Ø
Organise motivational
and skill up gradation training.
Phase-
II:
Ø
Prepare project
profiles for the identified group of activities for the benefit of
the entrepreneurs.
Ø
Guide the prospective
entrepreneurs in establishing linkage with banks, local agencies,
state government agencies and other promotional organizations in
government and non-government sector.
Ø
Help the trained
entrepreneurs in upgrading their skill and managerial capabilities,
wherever required
Ø
Provided guidance for
Technology backup to the entrepreneurs wherever necessary.
Ø
Assist the
entrepreneurs in implementing of Project through handholding and
continuous counselling.
Ø
Assist the
entrepreneurs in establishing marketing links, wherever necessary.
Ø
Monitoring and follow
up of RIP project finance by Bankers/ own.
TARGET
GROUP:
The
target group would be the local unemployment youth (Rural and Semi
urban) who may or may not possess necessary skill to lunch a
business unit but have the necessary desire and attitude for taking
up such venture. Apart from that the existing business unit will
also be included for up gradation.
PROJECT
IMPLEMENTATION COMMITTEE:
To
smooth implementation of the RIP programme there will be project
implementation committee (PIC) under the chairmanship of Deputy
Commissioner of Dimapur District.
FIELD
OFFICE:
The
implementing agency IIE will open a field office in Dimapur
district. A faculty member constantly will be in touch with the
entrepreneurs. The faculty will work in close collaboration with the
DIC, Lead Bank/Nationalised Bank/SFC and other agencies will be
involved in the promotion and development of entrepreneurship in the
district. At the head office level a faculty will be in charge of
follow up and monitoring of the progress of implementation of the
programme.
DURATION
OF PROGRAME:
The
duration of the programme initially will be for 5 (five) years.
