| Findings |
The applicability of the Industrial Policy has to be extended for a further period of 10 years as the formal notifications came quite late. The transport subsidy should be made admissible for transportation within the state subject to a movement of raw materials and finished goods above 100 km. It is suggested that transport subsidy should be made admissible for ten (5 + 5) years. The units would be eligible for the subsidy for an additional period of five years subject to their performance. This can be judged on the basis of addition to the capacity utilisation, market value of production, employment generation, etc. after the initial claim. The subsidy in case of SSI units upto Rs.50 lakh should include investment in land and building in addition to plant and machinery subject to the condition that this thus not exceeds 20% of the total project cost. The thrust sectors needs to be expanded to incorporate those identified as thrust areas in the state industrial policies. It is suggested that the service sector is included in this so as to increase the impact. The industries located outside the notified areas should be made eligible for claiming incentives under the policy. The disbursement process should be made faster and it is recommended that this is done within a maximum period of 6 months. The development of industrial infrastructure has to be accelerated and for this constant monitoring has to be done. It is suggested that eligible industries of the region should be exempted from payment of Minimum Alternate Tax (MAT).The study suggests that the anomalies in the definition of expansion need to be removed and expansion units are brought under one common definition. It is suggested that the interest subsidy is extended to term loan in addition to the working capital and refund of an amount of the interest paid is made. It is recommended that a power subsidy be introduced in the policy to do away with the shortfalls in the power supply and encourage power intensive industries.
